Facilitator Capacity Building and Expert Summit Held in the Philippines
EIEAsia
with the support of the Environmental Management Programme for
Industry Competitiveness (EPIC) of the United Nations Development
Programme (UNDP) and the German Technical Cooperation (GTZ) organized
a four-day training and a series of meetings with Eco-Industrial
Development practitioners and experts from October 11-15, 2003
in Cavite, Philippines. Around thirty participants working in
private and government organizations with current eco-industrial
development (EID) projects in the Asian region were present. Resource
persons from GTZ and the United States also participated in the
event.
Participating
organizations included: Environmental Management Cooperation Programme
(China); Ministry of Environment, PT Jababeka, ProLH GTZ, Bappedal
Prop Jateng (Indonesia); First Philippine Industrial Park, Light
Industry and Science Park, Philippine Economic Zone Authority,
National Economic and Development Authority (Philippines); Industrial
Estate Authority of Thailand, Northern Region Industrial Estate,
Map Ta Phut Industrial Estate, Southern Industrial Estate, DEE+Net
Project, US-Asia Environmental Partnership (Thailand); University
of Natural Science, Science and Technology Department-MOI (Vietnam);
and Devens Enterprise Commission, Trillium Planning and Development,
United States Environmental Protection Agency (USA).
The
event was a combination three activities:
(1)
The facilitator training that focused on facilitation skills,
and the role of facilitators within the project. It was also designed
to have interactions among participants to discuss issues and
exchange experiences on EID projects in their countries.
(2) The EID expert meeting that discussed the status of EIE/EIP
case studies, existing resources and EIE/EIP criteria for the
development of a more refined set of case studies, EID tools and
draft criteria for EIE/EIP development and evaluation.
(3) A Steering Committee meeting for the 2004 International Conference
and Workshop for EID with cooperating organizations to firm up
the conference program, content, and resources.
Breakout
sessions were held to come up with three outputs: (1) definition
and criteria to determine what a EIE/EIP/EIN is and what requirements
should be fulfilled to be considered a legitimate EIE/EIP/EIN,
(2) EID roadmap for planning and implementing EID projects, and
(3) needed tools for the effective implementation of an EID project.
These outputs will be refined and turned into draft manuals for
peer review. The finalized documents will be presented during
the 2nd International Conference and Workshop for Eco-Industrial
Development in March 2004.
